Hello,
Full Erase and then flash with latest version, that's enough to bring Baseband to alive state. You can also try Repair Baseband -Fix Unknown Baseband (With/without BB deep fix) option in CM2 module.
After write NVRAM (if required) and repair security.

Fix unknown baseband. After that, Write imei using CM2 permanent method. You don't need nvram

That means you must flash firmware. If still same, then it is hardware
