I have an iPhone blocked on Vodafone Germany, as it shows when I check it by IMEI:

Policy Id: 55 (EMEA Service)
Next Policy Id: 321 (Germany Vodafone)

Still, Vodafone Germany keeps telling me that this IMEI isn't registered in their database. What does it means?

What is EMEA service in iPhone

Some time when you do network check in iPhone
when u see "Next tether Activation Policy : EMEA service, such iPhones can be unlocked using iPhone unlock for EMEA service phones
