ZT999 question

phone is dual sim
i put 2 working sim
SIM A find network and show it
SIM B find network too but show "Searching" all time
i can make call from SIM A and SIM B w/o any pb

tried ffs safe and complete format CPU1
change Imei1 and Imei2
but when i enter *#06# i can see only one imei number (is it normally?)

does it mean i need format ffs in CPU2 or something other?
