i got a nokia 5130 rm-495 gives following info but working with vodafone sim and registration failed with other networks

please explain how it happen?????????????

this is because in your state bad imei not banned by vodafone . IN my state BSNL is working. Even with chinese phones also which have bad imei no

I have another 5130 with same imei but it show contact service
