i have a nokia 6500s with contact service. when i press on/off button its starting ok and asking "start up phone without sim card" when i accept its going to cs. after flash problem is same

Downgrade phone mate, Did you do Self Test where does it Fails? post log.

adit ur 120.pm

take a simmilar network locked set
get his 120.pm

and write

hope ur configuration 0000000000000 will repair

just update ur phone with latest ver of flash file & ur phone will be ok

make rpl backup, try to get good pm120 e write it to the phone.
