So if repairing for any other reason its Free?????????

Many reasons for imei repair ALSO many reasons for blacklisting besides stolen. ie dispute with network, lLost but found again by original owner, even conflicting imei can cause wrongful blacklisting, R&D to see if fault is blacklisted as well as other reasons (which I'm sure other users can say).
Dont be so quick to condemn because of your lack of knowledge.
