2680 vers 5.28 unlock

To suporters :
i tried to flash & unlock nokia 2680s vers 6.17
I downgrade to vers 5.28 wich i know is free to unlock it is true or any versions of nokia 2680s RM 392 are taken credits to unlock ???
As i remember i made free unlock after flashing with vers 5.28
same probl with vers 4.91

if you have Dct4+ Sl2 activation then you can unlock new Dct4+ phone without Credits , otherwise it will take credits,
