SL3 queue not working - GSM-Forum

I try to upload .sha file on sl3 queue but write ( Model cannot be determined by IMEI. Please make sure your IMEI is correct ??? I tried two phone 5230 RM588??????
any solution ?

around 1 hour I upload the file, but until now calculated 0% ??? how to do need more time or something wrong
