I can get local mode

When i pres info i get this:

The cable is a brand new 7 pin cable.
The phone its only blinking so i need to read ask from phone but i can put in local mode.

Thats correct if the phone is blinking you cannot put it into local mode.

but how can i read ask from that phone and write the rpl back ?

Fix the reason for blink, an error with IMEI or simlock data would not be the cause of blink, that would give a contact retailer message.

i try to full flash but i geting errors
DATA_BLK_ERROR at: 0x00000200, 03

i made dead usb flashing with phoenix whitout problems but the phone stil blinking

Today i managed after a full erase to flash this nokia but after dosent enter in local mode.When i start with batery and power on apear a white screen then disapear and nothing only lights on
