Flash the phone and do "Format User Area". Don't do UI Settings after Flash, just Format.

Check for Full Factory Settings, I think it will also fail. Heat Flash & UEM little bit and then try to Flash-Format.

try 2 use manual format press *,3,call, button then on the phone!! if still same try to change the ueme!
