Nokia 5000d-2 UEM write failed, why?

RM-362 Nokia 5000d-2 IMEI:356797-02-340701-9
this phone was flashed with 03.50 sw and then unlocked
after I flashed with newest 05.45 sw and made the ask file and then I got rpl file
when I wrote UEM with this rpl a got this error
UEM Writing Failed: Wr_UEM Wuem 10
UEM Write Failed

what else should I do?

yes we know, but I couldn't write uem at first so it is irrelevant
