Does the one with ID 00006A21 flash ok?

Can you go to the UFSx tab and turn off 1331 for the 0000AA22 and check the result.

Any chance you can add external VPP to your cable, see Nokia pinouts sticky thread for info on how to do, then make sure 1331 is disabled and select "Ext. VPP" option and try again.
