i am trying to unlcok sagam phone but it gave me message for connaction to server .. but always fail

Server is OK,
maybe yours ISP have temporary traffic problems;

my problam is sloved..
the server is okay ..
i change the ISP..
there was a problam in ISP while in home connaction it was okay..
