From this image seem the battery is empty so leave it under charge for 3/4h i have had one in same condition but my phone the lcd not show charge only blu light solved by reflashing whit Ot update.

same thing here I have till now 2 pieces has the incomming voltage but not charging gues electronic failure on charging side.

Any solution is wellcome.

Near the charging port is a Big transistor PNP this usually cracks and the phone doesn't charge or shows an "!" symbol . Replace the transistor or else . use this trick with A zener Diode like the photo attached
