dear it seems to be hadware issue...........
try to fully erase flash it with latest and then full pm then rpl ..........if not solved then its 1000000000000000%%%%%%%%%
hardware issue ......
i have had this problem with two fones tried every thing and not cleared.................

On a one private message i talk to anyone where is the problem.
I thing all phones who have a bad simlock data without try to unlock it with another tool have a hardware problem with RAP3G mcu.
All will say WHO you thing that. Nokia calculate always good RPLs (this is database not calculation),and second reason is who simlock data is damaged and after correct data sended to phone(with RPL) phone return bad simlock state.Answer is only one -that data who is in OTP of mcu is destroyed (on this i say hardware problem) and chaecksum is wrong.Conclusion: RPL is good, phone same on first look, he is brand new but have a little problem may be in only one byte in mcu RAP3G who make this set dead.

this is my theory about problem with writing RPL.
No one can say MCU is good or not before try to write RPL in phone.
