i will check this and will answer correct on the question.
but 1st you need to repair your cable to can change modes of phone!!!!
try with 1.37 but uncheck DisableVPP.

VBat is 3.90V
Vpp pin has 1.36V, Connected
after boot is:
VBat is 3.92V
Vpp pin has 0.09V, Not Connected

this is 100% bad connection of cable.After change cable who you dont uncheck DisableVPP option??????????????????????????????
