N73 - CMLA send - FAILED! - GSM-Forum

Hello,
My customer brings phone with 'self test failed' message.
I erase eeprom, flash the phone, write eeprom and write RPL but then I get CMLA send - FAILED!.
The phone turns off after 3 hours everytime.
I tried everything, upgrade, downgrade, usb, fbus etc.. What's the problem.
Phone is in: Local mode
