For full unlocking a3x (fw.25 too) use map creator by Doer.
1. create log file with any of siemens loggers (3.0 4.0 4.02), 3.0 is inside of Map creator
2. with map creator by Doer create map file from created log file.
3. open siemens logger, take map and WRITE IMEI. Voila, your phone is unlocked (5 x unbarred) and you can put any security code to phone.

f.e. a3x map creator and some great soft here
