Try fullflash your phone with V-Klay , from address 0x000000 and size 0x5f0000 and offset 0x000000. find the firmware 5601 from this link: http://www.gsm-multifund.de/index2.html in siemens section go to update and download fw5601 or directly download via this link:
http://www.gsm-multifund.com/update/sl45i_SW_56.zip

you can find V_klay file from here:http://www.is.svitonline.com/valeravi/

Press "open file...” then select your full-flash file.
- In the section "memory of the phone" set from address=0x000000, size=0x5f0000.
- In the section "Buffer of program" set Offset=0x000000
-Press "Write memory"
- When you see "Connecting......" Turn off the phone, THEN CONNECT IT (INSERT) TO the data cable.
- wait until all data will be written

Have you done all I said above? maybe you missed an option?
and maybe you damaged your eeprom then you must fullflash your phone and then write eeprom manually.

Congratulate, now make a full backup of your fullflash now with v_klay. just read it with v_klay and then save to file.

I loaded new eeprom (not mine) with UNISIMENS (usimload) and its quite easy: You push "open file", find new eeprom and then "write eeprom".
