How to unlock this version?

Its no problem to do it with the newall 25.exe or flash with file of firmware.

So, in S25 version 44 just to use newall25 is enough? No need to flash?

Normaly yes, but i use this program in other way.I turn on the phone before i start the pro, than put in the imei and than i realy do nothing.After green screen,i power off the phone,than power on - okay,job is done.
