Is any way to test flash chip or procesor without hotting it to the board of phone? Eg. test with the multimeter or sth?

Test for what? functionality itself or interconection between CPU and Flash IC or?

I mean functionality itself. I have some chips (flashes and procesors) and dont have good board to test it so im searching other way to test this chips without phone.
