I had an 6600 with error Phone Start-up failed. Contact retailer.
and here is what I found:

Self test in Phoenix all is OK.
Format User area/system is not possible:
- With Phoenix Stop at 75%.
- With kepay format stop also at aprox 45%.
- UFS, Griffin not able to format also... errror

Flashing is OK no error at all.

I try to erase FULL (with UFS) the flash inside and I got error on adress 2740000-275FFFF
-> flash chip is damaged ?!?
-> hardware problem ?!?

Just flash this file as a PPM and it will erase all the eeprom and user data. After that then flash your phone normally, upload PM from working phone and reset splock viola. If its a software fault then it may be 100% other wise it may hardware problem as described by the Guciano.

Best of Luck!
