Signal Full but when called failed - GSM-Forum

Dear All,
I have problem with 6016i and 3155.the signal indicator look full but when make call failed.
Any suggestion..pls.

first full erase with jaf...then flash with jaf or ufs......then upload tun file....all will be ok...........

my nokia tdma 6560 also have the same problem,i think it is hardware error .
