Quick question about PAYG phones in different countires (in particular Slovakia)

Missus says he topped up her (Slovakian PAYG) phone in town, then said it didn't work but often there is a delay, she said 2 hours to maybe a day (over 24 hours). Then, all other days it topped up immediately, and she was certain that it would do so (I buy credit at 12pm tmrw ... 12pm get credit registered). She says she's certain because she bought in her town not another one or something.

Now, I know this is stupid, ignore my (petty) reasons ... but I need to know if this is true or not.

So:

1. Is there a reason why credit would take up to a day to go on a PAYG phone?
2. How can she know that one credit will go on immediately, but others will not

Can someone please clarify for my sanity!

depends how you buy it? swipe card/in shop machine, or voucher?

if it is a machine in the shop, then these machines is connected to the PAYG operator via phone line/internet connection.

maybe the shop "in this town" only connects to the internet every few days (to save on costs prehaps?)

i see no other reasons
