Z250i No Power

I have some of Z250i devices, that not working:
When made info:

1) Turn OFF the phone.
2) Reconnect phone battery or connect power hook.
3) Connect the phone to DreamBox cable.
4) If booting does not start, reconnect phone cable.

just and nothing happen.

i am read full flash from another one working, When trying to write it:
