my problem solved.

it was *** damn zuki's alcatel software common problem, that will not work on some PCs.
I changed my PC and it worked.

Try to remove and clean sim card inside dongle and if that does not fix, try plugging into a powered usb hub.

If still no luck, please contact your reseller for new dongle!!
