i tried it on Tmo MDa. no matter what IMEI i change. it show 0044000035011120. can someon tell me what's wrong ?

What happend to your device before? It looks like your GSM frequency tuning and IMEI information was deleted by you before via special bootloader command. Unfortunately your device is missing a lot of device specific settings now (only factory can generate this with expesive network tester). When this data is missing it is not possible to restore the IMEI.

Maybe, i am not sure yet since it is some more work to do that, especially to protect this so we better do for now something else.
