is the server down tody keep getting power on phone repeting it self

more info for any one who genuinely help

ive just replaced my laptop reinstalled 17.71 i unlock my phone which is vodafone 527 it detects and asks me to pull bat then power on the phone and it dose this again and again any profesional help please

u r trying to unlock which is
The new CPU family ( 2.II ) .
All phone with CPU v 2.II no unlockable now yet by any tool .

and that will just repeat same operation till batt and power on again and again nothing else
