Do "Default Settings" and it will help for non-stop ringtone.
But I can't solve powering off problem.

Same strange pb.

I've changed date to put 2003 instead of 2004.
Remove battery, restart phone.
Put 2004 instead of 2003.
Restart phone.

Now it's OK.

Tested on 2 phones.
