hand-held unit (display and knob)

I just got my infrad red handheld unit. But the knob (scale 0 -10) and the display scale is not the same! Is it normal?

In order to have the display show scale 30, I need to turn the knob to scale almost 8, Is that normal?

We need scale 30 to remove glue IC, is it refering to the display scale?

just got the answer:

What is the 15-36 in reference too? Is it a tenth of the temp, or just a badly designed scale?

It is actually the Voltage provided by the power supply unit to the handel.
