6103b IMEI??????????????. How can I repair imei

Hi, Customer went to another country where they unlocked his phone. But nowthe phone does not work with any other sim card. When I read it before it had another Rm (not RM-161 or 162). So I flash it and the imei still come back as ?????????????????. I am trying IMEI TOOL and UEM . But when I try the Pkey Access as the forums suggest. But it keeps giving me "Error connecting in secure mode..."
Please let me know what I am doing wron and what I should do. Thanx
