This byte response (07) you get only on phones from Telcel Mexico where entering codes is disabled.
More responses details:
08 - wrong code entered (in our case because of wrong TP cannot patch corectly flash on the fly)
0C - no more tries left (wrong counter at max. value)
55 - communication error (usualy when connect TP in wrong location

was getting this today with 6288 3g network was using version 3.8 as 4.0 was naff and wasnt shore about 4.1 upgraded to 4.1 and it worked first time but will probably go back to 3.8 in time
