Your UST is not activated with SPT yet.
You must contact to your Reseller and ask him to make activation.

i am reseller and i did this activation from my panel i have added already in my panel and if you see i put here screen shot from reseller panel for you to check and give them next solution if you can solve not this that contact with reseller for what ?

I do not know what is your reseller panel means.

You must contact to your Supplier - person who have provided reseller panel to you and ask him to make activation

If you need information how to process this kind of activation instantly - I can give you that information.
