Tested 821sc unlocked with signal with media & camera working

1.download new patch from support = 821SCID3_media_and_network_patch.crp

2.direct unlock if version is 821SCID3
( but if version is lower, flash first with version 821SCID3 then unlock)

3.flash new patch

yes 3G signal only same as 730sc

yes you can make call And send sms..I just test the phone now..you only 3G signal

if the network provider in your country have 3G signal, yes its possible
