1st Check Cert Status Dial *#0011# (Fail/Pass)

if Pass Then Cert Issue ( Cert Blacklisted)

first u need to get baseband ok
baseband unknown could be hw or sw issue
first reflash phone with another firmware orc better with 4 file rom
