I thought in US they are free of charge also.. now the later part where it says "ALL NEW DEVICES BE UNLOCKED" I don't think they can force carriers to do as carriers don't make money on selling phones, they make money by selling plans.. They can tell consumers to go buy an unlocked phone from BESTBUY or direct from factory, and come to us we will sell plan. What will they gain by subsidizing the phone risking the inventory getting stolen or giving support on devices that are not theirs per say..

It'll be interesting to see how things are gonna transpire. The CRTC needs to focus on other aspects of the industry such as more affordable cell phone plans. It's almost a monopoly.
