How can it be access? I already tried the back,Q,000 no luck, I tried ADB commands no luck, I tried using ShortCut Master gives me error so no luck

Exactly what I'm wondering as well... even though it is still possible, even on the newest firmwares on all rooted devices

No need for Skype and pm lol ,
For all new android versions . Go to settings - menu - active this device - now press volume up tow times and volume down one time ! DONE
