So I already fixed my problem and not using Z3X I used another tool to Read Cert and it worked in one shot not sure why Z3X wouldn't read the cert. I use another tool since @Blang didn't answered this post and I even posted NV_data

I used another tool to do this process Z3X was failing every time, you can try writing NV Data and efs
