i tried also to reset sec zone but its return locked again so if i reset sec zonr and do unlock again it will consume credit again ?

Pease try to repeat the "Unlock" operation again and then after unlocking reboot the phone manually. Write here the result.

Server charge only once if phone + dongle is same.

could u tell me the steps to repair network i tried to reset sec zone but after that imei changed to 0 so restored the old sec zone but still serching

Better way is:
make sec reset
write QCN from good phone
repair IMEI
Make Unlock again - server can't charge credits again.

unlocked but still same problem searching. and it took 10 credit i think u already ad them !
when i go to settings and search for network it fount but cant register on network
