my question is if any can unlock i317 (note II) att with version 4.3.

Yes, there's a million threads about it.

Root it, repair imei with the original imei and it'll be unlocked.

i am use latest root 1.96 version but phone write Unfortunately? SuperSU has stopped and no way for unlock phone?

Unlock sgh-i317 4.3 isn´t possible, try downgrade version, and backup efs, and nvm.. and try unlock.
