For member with more that 1k posts you must find the answer own, but...

Must show you that ADB cannot find a CP part in your phone, or so called MODEM is missing.

Can be both HW - Modem IC is faulty - or SW - EFS is damaged, so just in case steps:

A. Let hopes that is just SW fault and let we try to repair EFS. Can be done via JTAG, via Z3x, via adb conmands ect... depend of tools and knoweledge that you have. In case of missing everything, then follow:
A.1. Flash phone to 4.0.x firmware ( Odin and FW can be found for free from Internet ) - it's best to do any repair operation.
A.2. Root it ( it's easy under 4.0.x ) and install busybox.
A.3. Download from Market GSII_repair app and use it. This will format EFS area ( /dev/block/mmcblk0p1 ). Let hope you will achieve IMEI: 004999010640000 ...
A.4. Follow the steps for IMEI fix via your favorite tool.

B. If you have HW damaged phone - then you need to resolder / change U100 as is guided in official GT-I9100 Phone version Unknown Problem Repair Guide .
B.1. After HW rework - fix IMEI, like in SW fault.
