i9300 unlock ok but still locked

i have i9300 android 4.1.2, manueli rooted then unlocked with z3x, all ok, unlock done but phone still locked, unlock with sgtool unlock ok, unlock done but phone still locked, also with nck box? where is problem?

but done with v16.5
