you need to look for a custom rom for your specific phone model on XDA forum, look for one that says unlimited tethering baked in the rom.

go here bro and read through all the rom and find out which ones have unlimited tethering in it.

also forgot to tell you that you phone must be rooted and have a custom recovery in it, that's the only way you'll be able to flash a custom rom.

AT&T Galaxy Note 3 Android Development - XDA Forums also forgot to tell you that you phone must be rooted and have a custom recovery in it, that's the only way you'll be able to flash a custom rom.
