Dear I have finally managed to unlock it successfully.
here is what I did.

1-Update to latest Samsung Tool 16.8.
2-Do direct unlock.
3-Finally Restore using this code *2767*3855#

Hopefully this will help.

After unlock , power off phone with button, do not remove baterry.
