Samsung i9300 after update no network

hi,
samsung i9300 after updater 4.1.2 to 4.3 no network access and showing emergency call but when i go to net search option the phone can starch all operator even when i select the operator on the screen showing registered network but can't access. same emergency call then i downgrade to the 4.1.2 still same.

try change imei with z3x 16.9
