Why I cannot unlock?

try direct unlock instead of read codes

or with lower version of samsung tools like 19.1 or 18.6

i did few of these in the past and had no problems

Just flash S5611XXNB3_OXENB1 from Z3X Support zone. After flashing DO NOT turn on phone and do unlock in FLASH mode. That's it - sim lock removed!
