samsung s8 G950F hardreset

samsung galaxy s8 G950F android v7.0. google account has removed. need help for the following please

1, factory reset in the setting is grey out
2, hard reset from recovery just reboots
3, 'Developer options' not appear
4, "seem" in retail mode. but can make and receive calls/text as normal
