Not sure what you mean by "unable to connect", but to enable the diag ports on most Verizon phones, dial ##366633# (##<spell out DMMODE>#) and select diag port ON. Or with a 619Kohm dongle connected you can try dialing *#0808#. This will create 2 ports in Device Manager, a usb com port under Ports (COM&LPT), and a usb modem port under Modems.
Also, make sure to turn on USB Debugging under Settings>Developer Options.
