Some Japanese phones have a special locking mechanism, it's not enough to simply enter the unlock code.
If the bootloader allows, then try to flash it using patched Odin with the G935F or G935U1 firmware depending if it's an Exynos of Qualcom phone.

Well, it required install update which is still corrupted with broken download link at Z3X website, so I googled it, got it installed version 31.3.
