root first device before unlocking.....maybe phone is not already rooted

make sure you have Root privileges on device before unlocking. u can use CF-root file or vroot to root

Just root it with Kingo Root,than dial *#0808# and choose DM + Modem + ADB and than rebot phone conect it via usb ,conect z3x box than choise port on samsung tool and than hit unlock
